One of the things that a citizens panel starts with is some basic background information on the issue it seeks to address. The brief needs to be simple, factual and, as far as possible, politically neutral.
The background brief will be introduced in the first session and will serve as a reference document to which panel members can refer to throughout the five sessions. It is not meant to be read end-to-end but dipped into.
I am now working flat out on a first draft. The challenge is to keep it as short as possible and to ensure that the information is from credible sources – and these too must be included for others to check. The brief will then be shared with a number of other people, including housing and advice experts who will check, challenge and amend the brief to ensure that it is up to scratch.
